This is effective for most people … and with opt-outs coming down the pyke, the utilities know that it is only a matter of time before you'll be able to order up either a smart meter with transmitter turned off (not desirable) or an analog meter (desirable – keep the one you have on so they can't claim they have none to give you). People report that illnesses associated with smart meters are not resolved all the time with the transmitter off and smart meter remaining. But with the analog meter, they often no longer feel ill.
